dc.description.abstractThe expansion of civic-military schools in 2019 returned to the spotlight with the enactment of Decree No. 10,004, dated September 5, 2019, which established the National Program of Civic- Military Schools (PECIM). Through a bibliographical analysis, we identified a certain consensus that, in the context of the rise of neoconservatism, this initiative aimed to increase control over students, shape their identities, and suppress the critical and free education guaranteed in Brazilian public schools by the Federal Constitution of 1988 and the Law of Guidelines and Bases. According to Virgínia Fontes, the militarized educational model under the Bolsonaro federal administration (2019–2022) sought to establish low-cost police control in public schools, which is why the historian referred to them as "policed schools," a term we employ in the title and throughout this work. In this dissertation, beyond the effects on schools, we took a step back: we sought to understand who seeks to militarize school education and why, particularly in the context of the rise of post-2016 coup neofascism. To address this question, we examined the essence of Brazilian militarization and its motivations, drawing on the works of sociologist Florestan Fernandes. We also sought to investigate how the Armed Forces operate in favor of the dominant classes (bourgeoisie and landowners) and align with the extreme-right status quo, guided by an authoritarian ideology that has intensified throughout history. After the dictatorship period (1964–1988), the military became a kind of "fourth power," supported by constitutional mechanisms such as Article 142. The military police are part of the Army as auxiliary and reserve forces, governed by Article 144, which has remained virtually untouched since the dictatorship. Our hypothesis is that, unlike the "hybrid" format that already existed in Brazil (such as in Goiás), policed schools arise from a societal project developed and sustained by the Brazilian Armed Forces and neofascist civilian sectors. For the theoretical and methodological framework, we employed historical-dialectical materialism. Moreover, as a general objective, we aimed to diagnose the influence of the “Partido Fardado” (Armed Party) on the direction of Brazilian public school education. To achieve this, we defined specific objectives: 1) to understand the formation and militarization of the autocratic-bourgeois state; 2) to analyze the politicization of the Brazilian Armed Forces and their partisan role in the bourgeois autocracy; and 3) to investigate the originality of the expansion of civic-military schools in the context of the rise of neofascism. Our research object, studied through a documentary analysis, was the "2035 Nation Project," developed in 2022 by the Sagres Institute in partnership with the General Villas Bôas Institute and the Federalist Institute. By diagnosing the neoconservative and authoritarian elements in this document, it becomes clear that the formation of the populace is deemed essential to "undermine radicalisms" and disseminate what they call "evolutionary conservatism." Thus, we agree with the assessment that a cultural war is underway and that, under the neofascist government, the Ministry of Education became a sort of bunker (Leher; Santos, 2021). More than a conjunctural phenomenon or the particular interest of civilian governments, in our view, the militarization of school education was a tactic aimed at repositioning the systems of oppression/repression of the dominant classes, as well as bringing neoconservative, neofascist, and authoritarian conceptions closer to the core of public education and mass formation.pt_BR
dc.description.resumoA expansão das escolas cívico-militares em 2019 esteve nos holofotes devido ao Decreto no 10.004, de 5 de setembro de 2019, que estabeleceu o Programa Nacional das Escolas Cívico- Militares (PECIM). Em análise bibliográfica, constatou-se que há certo consenso de que, no contexto de ascensão do neoconservadorismo, essa foi uma forma de aumentar o controle sobre os(as) estudantes, retificar suas identidades e amputar a formação crítica e livre presente nas escolas públicas brasileiras e garantidas pela Constituição Federal de 1988 e a Lei de Diretrizes e Bases da Educação Nacional (Lei no 9.394/1996). Segundo Virgínia Fontes, o modelo educacional militarizado na gestão federal bolsonarista (2019-2022) visou estabelecer o controle policial a baixo custo nas escolas públicas, por isso, a historiadora nominou-as de “escolas policializadas”, terminologia utilizada ao longo do trabalho. Na presente dissertação, para além dos efeitos nas escolas, deu-se um passo atrás: buscou-se entender quem quer militarizar a educação escolar e por que, especialmente no contexto de ascensão do neofascismo pós-golpe de 2016. Para responder tal indagação, debruçou-se sobre a essência da militarização brasileira e quais suas razões, dialogando com as obras do sociólogo Florestan Fernandes. Buscou-se também averiguar de que modo as Forças Armadas atuam em favor das classes dominantes (burguesia e latifundiários) e calibram a manutenção do status quo à extrema-direita, uma vez que são orientados por uma ideologia autoritária que se recrudesce ao longo da história. Após o período ditatorial (1964-1988), os militares tornaram-se uma espécie de “quarto poder”; sustentados por mecanismos expressos na Constituição Federal, como o Artigo 142. As polícias militares são interpretadas neste trabalho como parte da totalidade do Exército, por serem forças auxiliares e de reserva deste e regidas pelo Artigo 144, praticamente intocado desde a ditadura militar. A hipótese é de que, diferentemente do formato “híbrido” que já existia no Brasil (como foi o caso de Goiás), as escolas cívico-militares partem de um projeto societário formulado e sustentado pelas Forças Armadas brasileiras e setores civis neofascistas. Como referencial teórico-metodológico, utilizou-se o materialismo histórico-dialético. Como objetivo geral, visou-se diagnosticar a influência do Partido Fardado nos rumos da educação escolar pública brasileira. Para atingir o intento, definiu-se como objetivos específicos: 1) compreender a formação e a militarização do Estado autocrático-burguês; 2) apreender a politização das Forças Armadas brasileiras e sua atuação partidária na autocracia burguesa e 3) investigar a expansão das escolas cívico-militares no contexto de recrudescimento do neofascismo. O objeto de pesquisa, estudado a partir de uma análise documental, foi o “Projeto de Nação 2035”, elaborado em 2022 pelo Instituto Sagres em parceria com o Instituto General Villas Bôas e o Instituto Federalista. Ao diagnosticar o sentido neoconservador e autoritário presente no documento, percebe-se que a “formação do povo” é essencial aos para “minar radicalismos” e capilarizar o que chamam de “conservadorismo evolucionista”. Assim, concorda-se com diagnóstico de que está em curso uma guerra cultural e que, no governo neofascista, o Ministério da Educação tornou-se uma espécie de bunker (Leher; Santos, 2021). Mais do que um fenômeno conjuntural ou o interesse particularista de governos civis, a interpretação é de que a militarização da educação escolar foi uma espécie de tática que visou reposicionar os sistemas de opressão/repressão das classes dominantes; bem como aproximar as concepções neoconservadoras, neofascistas e autoritárias no antro da educação pública e na formação das massas.pt_BR
