A efetivação das políticas públicas e a educação destinada aos idosos nos Campos Gerais (PR)

Abstract

The increase in life expectancy brings about the need for discussions that involve the aging process and the adjustments that society needs to take to meet aging subjects, since they require social, political, economic and educational changes. The phenomenon of global aging has required, in the last decades, a rethinking and reorganization of actions that meet, with quality, the elderly. Within these modifications are the formation of concepts and the overcoming of preconceptions that have been strengthened along with this path of overcoming. Education emerges as a possibility of aid in the construction of a more just and egalitarian society, which recognizes in the elderly subjects with potential and knowledge. From this perspective, this work is based on the following guiding question: Can the municipalities of Campos Gerais (PR) make it possible to implement public policies through educational actions / processes for the elderly? The general objective of the research is to analyze how the national and state educational policies for the elderly are developed by five municipalities of Campos Gerais (PR). The specific objectives are to highlight the evolution of the concepts of old age and aging that have resulted in the current conceptions; to investigate the public policies that guide the actions of the municipalities surveyed; to get acquainted with the educational spaces destined to the elderly in the researched region and to deepen and examine the activities developed by the elderly according to the proposals of the municipalities. It is a qualitative exploratory research, in which the data collection was done through the application of semi-structured questionnaires for 78 elderly people and an interview with the 5 coordinators of the participating municipalities: Ponta Grossa, Castro, Carambeí, Palmeira and Telêmaco Borba . The research is based on Beauvoir (2012), Fonseca (2006), Furtado (1997), Furter (1976), Moragas (2010), Oliveira (1999; 2002; 2011), Salgado (1980) e Scortegagna (2010; 2016). As results, the research indicates that the municipalities are constantly seeking to adapt national and state educational policies, understanding that education has a significant importance as an instrument that allows greater autonomy and performance of citizenship. It is also concluded that the elderly value these spaces as a means of socializing and building bonds at a time when society tends to devalue them. There is also evidence of the need for investments in the training of professionals who work with the elderly so that the quality of the proposed actions can be enriched and promote overcoming situations of marginalization.
