Abstract
The conservative global advance in the transition from the twentieth to the twenty first century is called by Apple (2001) "conservative restoration or modernization." This neoconservative offensive, identified by APPLE(2001; 2003) in the US seems to have repercussions in Latin America and Brazil (MOURA, 2016) and (CUNHA, 2016), have sought to act in the educational field, through interventions in curricular dynamics, and proposing educational reforms that are quite broad. and the neoconservative movement, especially when it influences the drafting of Law Projects (ESP), from which, this work questions the following questions: how and why these neoconservative movements, with a strong religious appeal, which oppose the "Gender Ideology" and other guidelines derived from the achievement of civil, political and social rights, elect a public school ica and professors (accused
of doctrinaire) as enemies? This would be an offensive of action and reaction of the proponents of the ESP, against those who understand the school space as an expression of "the constitutional liberties of learning, teaching, researching and disseminating culture, thought, art and knowledge; the pluralism of ideas and pedagogical conceptions and the democratic management of public education "? The objectives of this work are: a) to investigate the historical intricacies of the institutional strength of the Catholic Church and evangelicals related to the tensions between confessionality and secularity in the educational field, especially as these religious institutions behave before the debate of Religious Education in Public School; b) to understand the genesis of the Movement Without a party, to
investigate the dynamics and chronology of the presentation of draft laws in the legislative houses in the various federated entities and the relation of PLs to religious parliamentary benches; c) Finally, to discuss the impasses for teaching, to be a professor of history in these times, citing the cases of criminalization of teaching occurred from 2016 in the State of Paraná, with an analysis of the case of
the State Education Institute of Londrina . To elaborate the research work in question, we will use the contributions of the field of study of the History of Present Time. We will start from the qualitative methodology, in which the main theoretical bases were Apple, Chartier, Cunha, Batista. We also used a quantitative approach based on data from the website "Teachers Against the No Party School" to
measure the presence and absence of religious groups in the PLS propositions of the ESP in legislative houses. And finally we will cite some cases where the MESP makes criminal allegations against teachers of the State Network of Paraná. Through the research we conclude that the MESP has practices similar to the "conservative reaction / modernization"; If the religious dispute in the educational
field in the séc. XX was due to the presence of Religious Education in a part of the curriculum, XXI will be the whole of public educational policies, promoting a retreat from secularism in education; The anti-statism of neoconservatives / liberals promotes several undue generalizations regarding the public school, with the pronounced use of strategies of teacher criminalization.
