O PROGRAMA SEGUNDO TEMPO NO MAIS EDUCAÇÃO ENTRE DOCUMENTOS E DISCURSOS: O CASO DOS PROFISSIONAIS DE PONTA GROSSA – PARANÁ

Abstract

This study aims to understand the meanings of citizenship and democracy for the professionals working in the Second Half Program in the city of Ponta Grossa - Paraná. To achieve this goal at first was necessary to recover the concepts of citizenship and democracy. The discussion on public policy is essential in the need to assess the Second Half Program, which aims at the realization of the right to sport for children and adolescents in situations of social vulnerability. Thus, the use of the policy cycle is justified in trying to assess the implementation process of the Second Half Program in the city of Ponta Grossa. This research is qualitative and the methodology used was the case study. To carry out this work we adopted an interdisciplinary perspective, understood by Munhoz and Oliveira Junior (2009) and dialogue between different disciplines, aimed at the construction of theoretical and methodological approaches to the proposed problem. Thus, the possibility of exchanges and dialogues in this work we present the following disciplines: Political Science, Physical Education, Linguistics, Social Work and Sociology. The data from this study were divided into two blocks. The first is the exhibition of documentary data about the Second Half Program. The form of organization and data exposure is linked to the public policy cycle. The evaluation and analysis of the Second Half Program, it resorts to criteria and indicators Boschetti (2009). The second block were collected through a questionnaire distributed in six selected locations. Altogether 30 questionnaires were given to professionals who developed activities in the program. Only 16 questionnaires were returned, so totalizing 53.33% of the total percentage. We were reached following considerations after the data analysis. In the content analysis of PST documents on the concepts of citizenship and democracy, it is evident the lack of a concept or design in the documents. Based on the analysis of the program documents, it is not clear the relationship of social programs / projects such as social control tool marginalized populations, as evidenced by the critical current in Souza et al. (2010). However, the documents still show weaknesses with regard to understanding the concepts of citizenship and democratic for the program. In the analysis of the responses of surveyed professionals can highlight tensions between the responses of professionals and the guiding documents of the program.
