A questão social hoje no município: a resistência um elemento em construção

Abstract

O tema deste estudo relaciona-se com a Questão Social hoje no espaço do município. Considera-se que a Questão Social é resultante da contradição entre o Capital e o Trabalho. Que hoje se expressa a partir da desestruturação do Estado de Bem Estar Social e a reestruturação produtiva. Enquanto o elemento da pobreza e da exclusão está exposto, o elemento da resistência, para inscrevê-lo na agenda política e exigir atendimento, ainda está em construção. Enquanto a Questão Social clássica consistiu na pobreza que se formou após a revolução industrial e o sujeito da resistência era a classe operária organizada em sindicatos e partidos, a Questão Social hoje é também a manifestação da pobreza do setor Trabalho que não encontra mais a proteção da sociedade salarial, porque, com a reestruturação da produção, perdeu muitos empregos, flexibilizou o trabalho e mesmo desestabilizou os "estáveis". Porém, se entende que o elemento político capaz de oferecer a denúncia, que faz surgir o sujeito da resistência está ainda em construção. Um acompanhamento da Política da Assistência Social nas últimas décadas, levou à leitura das análises da implantação da LOAS ( Lei Orgânica da Assistência Social) nos municípios, detectou-se ali o elemento da descentralização que passa pelo poder local e chega ao espaço do município, que após a Constituição de 1988, ganhou novas competências. Com a globalização os espaços nacionais se tornaram mais porosos, e os estados nacionais se fragilizaram, mas nem por isso são desresponsabilizados do atendimento social, muitos serviços sociais migraram para o espaço local. Com a descentralização apresenta-se um paradoxo: se por um lado oferece maior espaço para a participação, por outro continua dependendo da estrutura central, por causa de um processo que se descentraliza em seu aspecto administrativo fiscal, mas não do aspecto político. Aspecto esse que se agrava, dadas as condições de fragilidade da maioria das unidades federativas no âmbito municipal, que além da fragilidade fiscal e estrutural na expressiva maioria dos pequenos municípios, o elemento participativo é ainda incipiente, porque marcado por uma cultura de frágil expressão da sociedade civil organizada. Pretende este trabalho um maior entendimento da manifestação dos elementos da Questão Social hoje, expressa no espaço do município, perceber quais as manifestações do novo sujeito que está se constituindo para oferecer resistência ao sistema que produz os pobres e se exigir outra sorte. Isto levou a fazer uma representação geral sobre o atual sistema que se apresenta sob a dominância do capital financeiro que cada vez mais exclui o homem e degrada o seu meio. Onde há uma predominância do econômico sobre o político. Que põe em descompasso a sobrevivência humana e democrática. Ainda para uma maior compreensão da Questão Social procura-se apresentar os elementos da mesma, bem como situar as políticas sociais no contexto pós- Welfare State e apontar as manifestações da Questão Social hoje. Para contribuir na compreensão da Questão Social, requisitada como "um dos eixos do currículo de formação profissional", do Serviço Social procura-se situá-la na formação do pensamento e da sociedade em sua especificidade brasileira; definir o espaço do município hoje, alargado por suas novas competências após a Constituição de 88; compreender o enfoque da descentralização com os seus significados e determinantes para as políticas sociais, e as novas institucionalidades resultantes da descentralização; bem como as características presentes na cultura de poder local no Brasil; situar algumas manifestações que apontam para novos sujeitos que possam protagonizar a expressão da Questão Social hoje. É nossa crença que esta temática, ora apresentada, com suas evidentes lacunas, interessa aos que se propõem operar com a Assistência Social, em especial, e com as políticas sociais, em geral. Bem como aos que desejam compreender algo da turbulência econômica, social e política que se apresenta neste início do século. Aos interessados em contribuir para uma história de mais inclusão e um projeto mais igualitário, encontrarão aqui uma palavra.

The theme of this study is related with the social Subject today in the space of the municipal district. It is considered that the social Subject is resulting from the contradiction between the Money and the work. That today is expressed starting from the not structure of the State of Well to Be Social and the productive restructuring. While the element of the poverty and of the exclusion is exposed, the element of the resistance, to enroll it in the political calendar and to demand service, it is still in construction. While the classic Social Subject consisted of the poverty that was formed after the industrial revolution and the subject of the resistance was the worker class that would operate organized in unions and parties, the Social Subject today is also the manifestation of the poverty of the section Work that doesn't find more the protection of the salary society, because with the restructuring of the production, it lost many jobs, adapted the work and it destabilized the "stable" ones. We understand that the political element capable to offer its denounces, that it makes appear the subject of the resistance that still is in construction. An attendance of the Politics of the Social Attendance in the last decade, took the reading of the analyses of the implantation of LOAS (Organic act of the Social Attendance) in the municipal districts, it was detected the element of the decentralization that goes by the local power there and it arrives to the space of the municipal district, that won new competence after the Constitution of 1988. With the globalization of the money in the national space if they turned more porous, and the national states get fragile, but nor for that they are not responsible for the social service, many social services migrated for the local space. With the decentralization it shows a paradox: if one side it offers larger space for the participation, for another it continues depending on the structure center, because of the process that is decentralized in its fiscal administrative aspect, but not of the political aspect. Aspect that becomes worse, given the fragility conditions of most of the federal units in the municipal extent, that beyond of the fiscal and structural fragility in the expressive majority of the small municipal districts, the element of participation is still incipient, because marked by a culture of fragile expression of the organized civil society. It intends this work today a larger understanding of the manifestation of the elements of the Social Subject, expressed in the space of the municipal district, to notice which the new subject's manifestations that it is if constituting to offer resistance to the system that produces the poor and if it demands another luck. This took to do a general representation on the current system that comes under the dominance of the financial capital that more and more excludes the man and it degrades its environment. Where has a predominance of the economical on the political. That it puts in discompose the human and democratic survival. Still for a larger understanding of the Social Subject it tries to present the elements of the same, as well placing the social politics in the context powder-Welfare State and to point the manifestations of the Social Subject today. To contribute in the understanding of the Social Subject, requested as "one of the axes of the curriculum of professional formation", of the Social Service it seeks place for it in the formation of the thought and of the society in its Brazilian specificity; to define the space of the municipal district today, enlarged by their new competence after the Constitution of 88; to understand the focus of the decentralization with their meanings and decisive for the social politics, and the new institutes resulting of the decentralization; as well as the present characteristics in the culture of local power in Brazil; to place some manifestations that appear for new subjects that can play the expression of the Social Subject today. It is our faith that this theme, now presented, with its evident gaps, it interests to the ones that intend to operate with the Social Attendance, especially, and with the social politics, in general. As well as the ones that want to understand something of the turbulence economical, social and politics that it comes in this beginning of the century.
