Análise da evolução do combate à violência doméstica no estado do Paraná

Abstract

Este trabalho tem como objetivo analisar a evolução do combate à violência doméstica no Estado do Paraná, considerando os avanços legislativos, institucionais e as práticas implementadas pela Polícia Militar no enfrentamento desse fenômeno. A pesquisa discute a violência doméstica como problema social, cultural e histórico, destacando suas causas, formas de manifestação e impactos, além da influência da masculinidade tóxica e da cultura do silêncio na manutenção do ciclo abusivo. Examina-se, ainda, os principais marcos normativos nacionais, como a Lei Maria da Penha (2006), a Lei do Feminicídio (2015) e a Lei nº 14.550/2023, articulando-os às políticas estaduais, com destaque para a implantação da Patrulha Maria da Penha. O estudo fundamenta-se em pesquisa bibliográfica e documental, com enfoque qualitativo e caráter exploratório-descritivo. Os resultados evidenciam que, embora tenham ocorrido avanços significativos no âmbito legislativo e institucional, os desafios permanecem, especialmente no que se refere à subnotificação, à revitimização e à necessidade de integração entre políticas públicas, instituições de segurança e rede de apoio social. Conclui-se que a superação da violência doméstica requer não apenas instrumentos jurídicos e repressivos, mas também mudanças culturais profundas, com ênfase na prevenção, na educação e na promoção da igualdade de gênero.

This study aims to analyze the evolution of the fight against domestic violence in the State of Paraná, considering legislative advances, institutional measures, and the practices implemented by the Military Police in addressing this phenomenon. The research discusses domestic violence as a social, cultural, and historical issue, highlighting its causes, forms of manifestation, and impacts, as well as the influence of toxic masculinity and the culture of silence in maintaining the abusive cycle. It also examines the main national legal frameworks, such as the Maria da Penha Law (2006), the Femicide Law (2015), and Law No. 14.550/2023, articulating them with state policies, especially the implementation of the Maria da Penha Patrol. The study is based on bibliographical and documentary research, with a qualitative approach and exploratory-descriptive character. The results show that, although significant progress has been made in legislative and institutional terms, challenges remain, particularly regarding underreporting, revictimization, and the need for integration between public policies, security institutions, and social support networks. It concludes that overcoming domestic violence requires not only legal and repressive instruments but also profound cultural changes, with an emphasis on prevention, education, and the promotion of gender equality.
