Abstract

O presente Trabalho de Conclusão de Curso teve como objetivo analisar a atuação profissional do assistente social no campo sociojurídico, especificamente na Vara da Infância e Juventude (VIJ) da Comarca de Ponta Grossa – PR, identificando seus desafios e potencialidades na defesa dos direitos da infância e juventude. Como metodologia de pesquisa, utilizou-se do método exploratório com abordagem qualitativa, tendo como base fontes bibliográficas e documentais (Constituição Federal, ECA e Lei de Regulamentação da Profissão) para fundamentação teórica. A pesquisa de campo envolveu a coleta de dados por meio de entrevistas semiestruturadas com as assistentes sociais integrantes do Núcleo de Apoio Especializado (NAE) da VIJ de Ponta Grossa. O estudo identificou que o trabalho do assistente social na VIJ é marcado pela crescente judicialização da questão social, advindo da precarização das políticas públicas sociais (saúde, educação e assistência social). O estudo ressalta a importância e a potencialidade de projetos e da dimensão pedagógica do serviço social na busca por alternativas emancipatórias para as famílias atendidas pelo referido órgão. Contudo, foram apontados desafios institucionais, como a falha na articulação da rede de proteção e o deslocamento de responsabilidades, com a expectativa de que o Judiciário cumpra um papel punitivo, sobrecarregando a VIJ. O trabalho conclui, portanto, que a atuação do assistente social na Vara da Infância e Juventude da Comarca de Ponta Grossa é fundamental na defesa e garantia dos direitos de crianças e adolescentes, atuando na mediação entre a esfera judicial e as expressões da questão social.

The present Course Completion Paper aimed to analyze the professional practice of the social worker in the socio-legal field, specifically in the Juvenile Court (Vara da Infância e Juventude - VIJ) of the Ponta Grossa – PR District, identifying difficultys and potentialities in defending the rights of children and adolescents. The research methodology utilized the exploratory method with a qualitative approach, based on documentary bibliographic sources (Federal Constitution, ECA – Statute of the Child and Adolescent, and the Professional Regulation Law) for theoretical foundation. The field research involved data collection through semi-structured interviews with the social workers who are members of the Specialized Support Center (Núcleo de Apoio Especializado - NAE) of the Ponta Grossa Juvenile Court. The study identified that the social worker's work at the VIJ is characterized by the growing judicialization of the social question, resulting from the precariousness and exhaustion of "front-line" public policies (health, education, and social assistance). The study emphasizes the importance and potential of projects and the pedagogical dimension of social work in the search for emancipatory alternatives for the families served by the aforementioned body. However, institutional challenges were pointed out, such as the failure in the articulation of the protection network and the displacement of responsibilities, with the expectation that the Judiciary fulfills a punitive role, thereby overloading the VIJ. The paper concludes, therefore, that the social worker's performance in the Juvenile Court of the Ponta Grossa District is fundamental in the defense and guarantee of the rights of children and adolescents, acting as a mediator between the judicial sphere and the expressions of the social question.
